If you can't recognise somebody how do you know who or what they are? You have referred to the person in the photograph as "she", are you sure? it could be a male and that's one of the problems, the burqa completely hides the identity of the wearer. Why should a child be taught by an anonymous person devoid of all recognition?

No, but that's because veils are not part of our culture.
Allowing for cultural differences is important, but in this instance, where wearing a veil represents a threat to vital communications between teachers and children, and vice versa, then that has to be addressed.

The assertion is that being able to see a face is essential for communication when clearly it is not. Millions of folk across the globe communicate effectively, never having seen another human's face how do they do that if seeing is such a vital aspect of communication. Talking on a 'phone rarely involves seeing each other but the world hasn't collapsed around us so far.
NAOMI asks about Ofsted making a judgement that the veil hinders education but on what is that based? 'Andrew Clapham, an expert on school inspection at the Nottingham Trent University school of education, said [Ofsted Chief Inspector Wilshaw's] position was not supported by any research.
“There is no credible evidence base to suggest that wearing a piece of clothing on one’s head has an impact on intellectual or academic ability,” he said.'
“Penalising an institution because of a piece of clothing raises a whole range of questions, which appear beyond the remit of the school inspectorate. If Ofsted is to pursue this initiative, then empirical evidence should be analysed prior to making such a policy decision"'
