If you can't recognise somebody how do you know who or what they are? You have referred to the person in the photograph as "she", are you sure? it could be a male and that's one of the problems, the burqa completely hides the identity of the wearer. Allowing for cultural differences is important, but in this instance, where wearing a veil represents a threat to vital communications between teachers and children, and vice versa, then that has to be addressed.
