At some point a catastrophic reaction will occur somewhere. It's the government's job to avoid this sort of situation, not ensure it.

I think it should be made clear that the building was empty, so nothing 'sick' about it really.. I imagine the cheering simply indicated opposition to the prospect of this shelter being built in the locals' back yard.
Naomi...get off the fence. When these idiots were trying to stop the firemen from doing their job, it was not clear that the building was empty. According to the premier of Saxony, Stanislaw Tillich, these people are "criminals".
Its also not clear how the fire started in the first place, but arson is suspected.

Mikey, I'm not on the fence but I do understand why people don't want such shelters in their area. The project was a work in progress, the incident occurred in the middle of the night, so I think it's pretty safe to assume that the building was unoccupied. As I said, a bit of perspective on the hysteria.
