I wasn't aware that there were variations in the allowable blood alcohol levels across the country, so equalisation makes some sense.

But the reintroduction of smoking in pubs and bars?

Seems a bit retrograde.

for 3, you need to consider all the cost of smoking not just the NHS
for 4, the tax does offset some of the cost.

it is a myth that smoking is a net income for the country.
