Why does it need Government (or in this case Ferderal) legislation at all?
A system that dictates who can have a pee and where is the most interfering and stupid use of power.
If Mr Springsteen wants transgenders to use a toilet that they choose, then the Government should not get involved. If members of the public do not want to share toilet facilities with a TG, then they have the right to not buy a ticket.

ummmm: "Why would you be called names? " - because when this sort of thing is discussed, perfectly reasonable questions of practicality and logic get taken to be some sort of ism and thus berated.
I think it's pretty self-evident that anyone who "decides" they are trans for the express purpose of changing in the ladies' doesn't belong in there. That's what we have laws against harassment for. In terms of the law, then, there are already adequate laws against any offences that may arise. Making it a specific offence to walk into the "wrong" toilet -- where, anyway, "wrong" is somewhat of a subjective thing on this issue -- is completely unnecessary.
Jim, you would say that. It's in your interest to say that - but you're not a woman. Dirty old men wouldn't necessary take advantage of this to harass people. As far as I'm aware leering isn't illegal.
