I am not a legal expert but I suspect the BBC are relying on this being seen as a training bursary rather than salary which seems a very fine line to me. I am sure the BBC is not the only organisation to do this sort of thing but they must be aware that the press will pick up on anything like this so you'd think they would not get involved as it's hardly crucial to their organisation.
