This debate is about the ability of the French police to effortlessly provide evidence that the French government is predjudiced and heavy-handed when dealing with Muslim citizens.

She would not be flouting the law then, but if she chose to have the words printed "I'M A MUSLIM" on that T-Shirt although technically she still would not be breaking the law, but perhaps making an issue for why that particular law needed to be brought in.
