Since the video doesn’t show the whole incident it’s difficult to say what actually happened. However, I assume the passenger was seated when the driver asked him to turn his ‘music’ off so I would ask why, if the seated passenger calmly complied with the driver’s request, he was subsequently filmed standing near to the driver’s cab arguing with him and calling him racist? There has to be more to this than some people are willing to acknowledge.
