It is pretty obvious now that this was just a homicidal maniac out to murder people. He had spoken of his wish to cause death, but because he was mentally ill. Nothing to do with Islam or terrorism he just wanted to kill people.
If this had been in the USA he would have got a rifle and a few hundred rounds of ammunition and started another shooting massacre , but this being the UK he used a car.

Khandro, He was just a murderer as were people in the USA who kill people in random shootings. Terrible tragedy which should have been prevented ( he had been refused mental treatment) but NOT an act of 'Terrorism' in the sense that 9/11 or the Paris attacks were!
You can of course argue that driving your car into a group of innocent tourists is 'terrorism' and you would be correct. But this act was not politically or religiously motivated , it was just cold blooded murder by a man with a long term criminal record and mental health problems.

The guy was a convert to Islam. ISIS have claimed responsibility. His personal connections have ISIS flags and paraphernalia in their homes. It mirrors the similar atrocities carried out in Nice and Berlin - crimes the like of which have never existed in the history of motor vehicles,

This man showed symptoms of mental instability for an early age. His old school friends have told how he was a popular boy in school....very keen on sport and good at his studies. But he seemed to change his behaviour from his late teens, with outbreaks of violence and crime.
The conversion to Islam and brain-washing into becoming an Islamist came much later.
It has been said on the news just now, that we may never know the real reason for his appalling behaviour.

If we accept this is an act of 'Islamic terrorism' we must also say that any murder or assault committed by someone who happens to be a Muslim is 'Inspired by Isis or Islam' Isis will always claim any murder by a Muslim as 'By One of our soldiers '

He drove his car straight into a group of tourists sightseeing on Westminster Bridge, he can have had no idea if they were Muslim, Christian, Hindu or of no faith. Then he continued on to drive into the gates of the House of Commons where he stabbed a police officer who tried to stop him. At that point it became inevitable that he would be shot.
He had possibly realised what he had done at that point and thought 'Suicide by Cop' was the only way out.
As Mikey said the association with Isis came after he had decided he wanted to kill people. He probably was looking for a way to justify his desire to murder people!
