Revenge against whom or what?
There is such a thing as a lone wolf terror attack ... the Westminster attack perpetrated by Khalid Masood being an example. Masood was undoubtedly a terrorist, so what made him that? Perhaps that he was "inspired" or "brainwashed" by Islamists, or perhaps that he sought to "inspire" others to perpetrate similar act, or both.
In the case of the mosque attack last night, we don't yet know anything about the attacker, who or what inspired him, and whether he seeks to inspire others to perpetrate similar acts, so it's impossible to say whether it was a terrorist attack or not at this stage. Anybody who does describe him as a terrorist (without knowing anything about him) is probably drawing the conclusion that his acts are designed to inspire others to take "revenge" against ... what, any Muslim? ... which is a dangerous assumption at this point.
