Because the Tories are arguing amongst themselves, and that they cannot agree what is their position on this is. Utter shambles.
The Tories have been riven by division over Europe for 40 years. That brought down Thatcher, made Major's Government imputent and saw off Cameron. They are the very last people who should be in charge of Negotiating the best deal for the country. It is impossible for them to do the task, because they cannot agree amongst themselves what we want.

TTT....the reality is that the woman you voted for is leading a Government that is blundering around like headless chickens. Members of the Cabinet can't agree, let alone the greater Party. We are no closer to a solution on this issue than we were the day after the Referendum.
The issue has been kicked in to the long grass again, and the main reason for that is Parliament is busy today, debating UC, that has failed to live up to its promises, instead of debating Brexit.

Once the unthinkable happened and the referendum said 'Leave' the government has been in a panic as to how to respect the result but not actually have to do as it asked.
They had a brillent idea, make Mrs May, an ardent remain supporter, PM and get her to make a heroic failure at leaving the EU!
They can then claim ''we did all we could to get out, so it's not our fault we failed''
Even Bojo who is the spokesman for 'Leave' is actually writing newspaper columns supporting Remain under a pseudonym while pretending to support Leave
