resigned and pushed aren't mutually exclusive. Fallon said he resigned. No 10's been telling everyone that he was sacked. Patel's probably the same. She'll claim it was all her idea, May will say it was hers, we'll be none the wiser and everyone guessing what happened will have support for their views.
