Nobody is about to legislate against errant lycra louts taking over the highways and byways.We have enough cyclists wiped up in London and TFL are affording them all the cycleways they want at present. If you are currently unemployed consider a career in undertaking. Business will be thriving.
I was talking to a taxi driver in Glasgow, today. All the city centre roads now have a 20mph limit due to the amount of people being knocked down......because they have hoodies up and earphones in. True story!
