jno; That's a silly hatched-job written by Boris' enemies, all politicians are undergoing the most extraordinary times in modern history. The situation is changing on a daily basis and the brightest among us have to continually reassess the situation and adjust their views accordingly.
Changing one's mind is not the same as telling lies.

Far from being a hatchet job, I found the article relatively charitable. His lies are notorious, but all politics is about bending facts to present a story. No news there, then.
What if we were to scale up his misadventures to a prime ministerial scale? £50 million plus wasted on a bridge acreoss the Thames, for example. Huge holes in the accounts that are not explainable. First class trips to California and contracts awarded on the sly. Despite warnings from the outset that the public would not be willing to pay, Boris committed millions of their money. Anybody seen the bridge?
Water cannon. Remember them? Boris bought a few for London despite them not being legal in the city and of highly questionable value even if they were allowed. I can't be bothered looking it up, but I believe he had CD players fitted (that's the bit for which I don't have evidence) before selling them for scrap (that's not in question).
And now he has decided that seeking convictions for sexual offences against children is a waste of police money (I won't sink to his language. I suspect Cameron's use of a dead pig is nothing compared to Johnson's, but I don't move in those circles so I am only guessing).
Can anyone remember why Cameron had to sack staff early doors in his government? I'm just wondering if they are perhaps connected.
Yes, then, is my answer to the question you forgot to ask. Johnson is constant in his belief that he is God's gift, and constant in proving that he isn't. A politician who makes May and Corbyn look a more appealing prospect is going some.

Boris before the referendum:
“It’s government policy to accelerate Turkish accession.”
"I don’t mind whether Turkey joins the EU"
Boris after the referendum:
“I didn’t say anything about Turkey in the referendum campaign. I didn’t say a thing about Turkey.”
That's not changing his mind. That's lying.
