I don't know how old you are, but I remember a time before WW2 when practically everyone was white, if you are not that old look at some old newsreels if you don't believe me.
The only foreign person I saw in those days was a Turkish chappie who would knock on doors selling carpets, that was until the American forces landed in England, along with other nationalities from around the world.
When war ended these chaps went back to their own countries, except for a number of Poles, then of course the Labour Party introduced mass immigration into this country and then England along with it's major cities altered considerably.

It is and will always be English. Population wise, maybe not so much as it's multi-cultural.

Some can't afford to do that, but many of the indigenous population have been forced to move out of certain city districts because they have been taken over by peoples of a different culture.

I'd need someone to define 'English city' before I can comment on whether he's correct or not.

My impression whenever I go there nowadays is that most of the people seem to be from abroad, either because they're tourists or migrant workers.

There is a special phrase that has now been coined for it. 'The White Flight'
There was a story in the papers about an woman up North who was the last white person in her street. She was asked to sell up her property to a Asian neighbour and she refused. From then on she was threatened and harrassed to the extent she did leave her house of many years.There is only so much dog excrement one can take through your letter box on a regular basis. :-(
