War is a special circumstance. Unless you know a way to gaol whole armies and their politicians, there's no comparison.
Police don't go out intending to kill folk, some situations might force it as a necessity but again, it's not comparable.

This is completely and utterly irrelevant. This is about how the State acts, not how some perpetrator acts. The State must not come down to the level of the most depraved in society.

Only when the state starts raping and murdering random people including children for no reason other than to satisfy some twisted urge or cruel streak will there be any danger of it approaching the level of the most depraved in society.
Reinstating capital punishment won't come close. I'm not in favour of it - I prefer life meaning life, but I have no moral or ethical issue with killing people that have committed despicable acts.
