The corollary is no tests equals no cases ergo problem solved.

What he says doesn't always makes sense but this certainly does to me.
More tests will indeed identify more cases, including asymptomatic ones.
I'm not sure your corollary isn't quite right. Even without any tests if you had a pile of dead bodies in ICUs and pile of death certificates marked "died of Covid" it would hard to say "we have no cases".
