The cynic in me tells me there could have been a nanny who cleared off...perhaps?.... :-)
I do know I wouldn't have been putting my parents at risk.
It is a long way to drive when unwell, Zacs.....and expecting to become too unwell to look after a child. Even I know how suddenly this virus can develop from mild symptoms to dangerously ill.
Even Boris was, a few days earlier, advising that leaving children with grandparents was unwise.
Cummings at best made an error of judgement...at worst flouted the regulations which he was partially responsible for. Stupid or arrogant? I'd go with arrogant.

//You're all assuming that his parents are vulnerable - but are they? How old are they - and what is their medical history? For all anyone here knows they might be relatively young and as fit as fleas.//
You're clutching at straws somewhat there Naomi. It stands to reason that the parents of a middle aged man are going to be closer than he is to the "at risk" age, as dictated by his party's government. It can't really be argued that he did wrong.
It has to be asked, would you (and others) have sprung to the defense of a "lefty" who had made the same journey? It's comparable to that Scottish medical adviser who ended up resigning after breaking lockdown advice.

I can't speak for anyone else but I'd have said the same whoever was involved. In the event of illness, my first concern would be to ensure that my children would be properly cared for. I wouldn't want to leave them to the care of social services.

Under normal circumstances, yes. But this is far from that and there was specific Govt advice in place about how to act in the circumstances of a pandemic. Which Cummins saw fit to completely ignore. You can’t argue his case past that, I’m afraid.
