As I am looking at my TV screen,I see the figures---253 for BIDEN and 214 for TRUMP.
Do I assume that those figures include the likes of TEXAS (38) and FLORIDA (29).If so why,if the count hasn't finished in those states?

yes, they project the outcome arithmetically in the states that have a clear tendency. They are counted as over even though they are still actually counting.
Many news outlets are showing 264 - 214 in Biden's favour.
Each state makes it's own rules for the ballot. Some states allow for postal votes to arrive several days after the polling day as long as they are postmarked on or before polling day.
What a messy system. So they can get men on the moon in 1969 but they can't get an election result in 24hrs fifty-one years later!
The election process is mind-bogglingly complicated and varies not just state to state but within counties and local jurisdictions. We're talking about 50 states with their own, outdated methods, not just a single country

Many thanks again----just one more question,---whats the difference between "apparent winner" and "projected winner"?
Not much I don’t think.
Sky News has been showing Florida at 96%, Ohio 90%, Alaska 56% since Wednesday. Anybody know why. Also Wisconsin seems permanently stuck at 99%.
Do the counters just lose interest?
