It's quite understandable that a register of those refusing the vaccine should be kept and maintained for the benefit of the whole world. Lets hope all other nations follow suit.
The certificate and a database would police it. I don’t think anyone is saying it would be perfect (no system ever is) but it would go a long way to getting the R rate down and the world’s economy up.
You don't keep records of folk who refuse other vaccines, such as flu. Common sense tells you there must be another reason for listing those liable to dissent from official "advice".
emmiw 0959: then they should be prevented from spreading it. What's the point of all the effort the world has put in if we allow the THB to thwart the result? They should at least be banned from any public transport for a start, especially planes.

you can't stop people from saying they don;t want the vaccine. Stop them from flying anywhere? - civil liberties are going to have a field day with that one.
That's irrelevant. Flu brings folk down. Cov is just more effective because its new. The lesson going forward is that governments and large commercial companies want info on you and you have no say in how it's used/abused. So what are they going to do with this list of troubling nonconformists ?
If multiple countries start keeping their own databases, how long would it take for each of them to agree to share that data with all the other countries?
