The certificate and a database would police it. I don’t think anyone is saying it would be perfect (no system ever is) but it would go a long way to getting the R rate down and the world’s economy up.

It makes sense, as far as the link goes. It doesn't seem to be for anything more than proving somebody has been offered the vaccine and decided not to have it.
When they are looking at vaccination stats, you need to know which positive cases have or haven't been vaccinated first. And also, make sure there is no blame or suing from someone who was offered and declined.
