The certificate and a database would police it. I don’t think anyone is saying it would be perfect (no system ever is) but it would go a long way to getting the R rate down and the world’s economy up.

I don't see the point of a central register. It will not be available to Joe Public and will only be visible to the police, the politburo and their staff. The Sex Offenders' Register is the same - nobody can see it. The only information available to the public from it is when a parent, guardian or carer wants information on a named person ("Sarah's Law"). All the Register does is to impose additional responsibilities on those on it to notify the authorities if they move, etc.
So it would be if this were introduced here. It would serve no practical purpose., would cost a fortune, wouldn't work properly and would be quietly ditched (like most IT projects the government tries to implement).
