I believe I did answer the question hours ago.
The Uzbeki sites says these are passenger soldiers fleeing Afghanistan in Military aircraft (but not transporters).
These are not people who helped the US and UK in Afghanistan over the last 20 years, these are wives and children of the Government regime.
