i must admit its a daft statement, many of us couldn't afford to leave, not when you have large bills to pay. I was unhappy in one job and put up with it for some years before being offered a different role in the same company, the pay zoomed up and i was a happy camper, till i got made redundant...
Does he know it is not too easy to leave a job and walk into another one of ones choice. My experience is to put up with what you have got and get on with it, unless it becomes intolerable.
Had he added the words, "Wherever possible" to his statement, it would have made the world of difference. Being a betting man, i'd wager that's what he meant.
