Even if Boris don't get a fixed penalty fine for partying, won't he be held responsible for holding the parties and that fine I believe was around the 10k?

what is the nature of the appeal for a fixed penalty - for some it is to appeal to the CC on the grounds of the PC being guilty of a disciplinary offence - - excuse me what was that?

I’m hearing that Russian forces are now retreating en masse from Kyiv oblast. Perhaps in its entirety. That would include Chernobyl. Pictures being posted of Ukrainians hoisting flags in places like Borodyanka and Bucha.
But Kviv oblast is a big place.
