Even if Boris don't get a fixed penalty fine for partying, won't he be held responsible for holding the parties and that fine I believe was around the 10k?

Little liars turn into bigger liars. The more they get away with it the more confident they become, then they become bullies. Putin is a good example.
Now before someone jumps in and asks if I'm comparing Boris with Putin, well no, not on that scale.

However when Boris states that you can't believe what Putin says, that's how I might compare the two of them.
