He hasn't applied, he has been nominated in exactly the same way as every other candidate, refused only because he has said he can't guarantee to put the hours in, his family is his prioity

if every peer was required to put in a minimum number of hours a week, that would be a fair reason for rejecting him.

But the noble Lord Archer, for instance, attended 16 times in six years and spoke once.

I suspect the nation would get better value out of Lewis even if he did have to leave early for the school run.
