Of course naughty children should be spanked. Never did me any harm, got the cane 6 times for running down a school corridore.

Seems many have not fully read what they are proposing, it's not wanton random hitting's and it is only if the parents agree.
The problem is the current liberal leftie way of thinking is working either, feral kids everywhere. The answer probably lies somewhere in between the two coupled with some parental responsibility that seems sadly lacking in too many case.

I don't believe, as a parent, in smacking kids at all. I smacked my son once and never again. I realised I did it in temper, which was wrong. He doesn't even remember it. If teachers or anybody else hit my kids I would take action. Physical punishment does not teach respect. Far from it. Respect has to be earned.
