It's what they wanted. (If it isn't then maybe they should consider what to do with the national leaders that dropped their nation in it, and then rip up any unreasonable "agreements" they now refuse to conform to.)
It is just a proposal. For it to become policy, the majority of the 26 EU states must agree to it. Germany wants a more even distribution because it accepts the most, but the rest may not agree.
Not sure why we are bothered about an external problem affecting Belgium when we have over half a million illegal immigrants of our own to process?

I suppose if they're serious they'll pop visitors back in their boats and wave them off on their journeys.
Of course they're not serious and so will end up accommodating thousands of engineers, doctors and assorted ologists on barges and in ex military camps until such time as leave to remain will be granted on the QT without losing parliamentary seats and we'll all have clean, shiny cars on the cheap.
