OG. Labour didn't consider it the right thing to do, so they didn't, even though it had been raised in probably a brain-stiorming session. The Tories did think it the right thing to do, and ploughed on into a complete mess. If they'd done it properly something might have happened apart from them appearing to be incompetent; they ploughed on into a legal shambles.
