They got very stroppy when the US appeared to say it was unlikely and their NTV channel, which is quite mainstream, aired a fake video showing Ukraine's Oleksey Danilov gloating over the attack.
Meanwhile Putin wished survivors "a speedy recovery" as if they had a mild flu.

I honestly don't think this was a false flag operation. Although I agree it will seem like it because the authorities will try to cover their embarrassment by blaming convenient suspects. Putin doesn't need false flags any more really. His war machine is already at full tilt.
As for ISIS, that is a bit of a catch-all term really: my guess is that these were operatives from one of the regions that has suffered most under the war: Buryats, Ingush, Bashkirs, Dagestanis: all those regions have already seen significant unrest. But under the guidance perhaps of forces from outside Russia.
Or maybe just revenge for Syria, in which case maybe something more external.
Russia was warned by Washington that an attack on a concert in Moscow was immenent. The US warned its citizens in Russia to avoid such venues, and it tipped off the Russian authorities. In reply, 3 days before the attack, Putin dismissed the warning "He spoke directly to what he said were "provocative statements" from the West about potential attacks within Russia. He said the warnings "resemble outright blackmail and the intention to intimidate and destabilise our society".
