PP, yes, the theory might be that once you've found yourself a cannabis dealer you've also found yourself a heroin dealer. Legalising cannabis would take it out of the hands of the criminal fraternity and put it into Tesco's.

Portugal decriminalised all drugs more than 20 years ago. If they're a nation of hard drug addicts, I haven't heard.
