Well yes, if its odd one out thats needed, but it seems odd (no pun) to put 15 before 13 in the list. Could of gone 11,13,15,17 if they wanted the odd one out.
Anyway if its odd one out could be 13- all the rest are 1 less than a number in the 4 times table, or 7 because all the other's have 2 digits...

Yes, they could have, but they didn't. The blog that gave me the idea used 19 rather than 13 for the fourth number: both are 8 letters long:
