Testosterone Deficiency?

Erectile disfunction is a symptom of testosterone deficiency, but is it common to have a testosterone deficiency and have trouble developing secondary sex characteristics (such as getting a deeper voice, facial hair, etc) but having no problem with erections?

I personally don't have a testosterone deficiency, I'm just wondering how it works. Does anyone know?
