It appears to be nothing more than a web portal for this motor salvage company:

When the police have got cars to auction they usually end up here

although the site seems to be unusually quiet at the moment.

There are plenty of other motor salvage dealers who don't charge an up-front fee to use their services, so I can't see what the £6.99 is meant to cover.

Some police forces have eBay sites, I bought a job lot of photographic equipment from the Cheshire Police eBay site.
