Ebay, Make An Offer Option

I’ve never used this option before on ebay, happy to pay the buy it now price.

Tonight I tried to use this option to buy 5 of an item for sale, wanting to offer a 20% reduction in price.

On clicking on the ‘make an offer’ box opens a new window, inviting me to input the offer price and quantity I want to buy. But after entering my offer price, a message is displayed stating that the minimum offer price must be at least the buy it now price.

A number of ebay sellers are selling the same item, for the same price – and for each of them the same thing happens when I select the make an offer price.

Is it that each of these sellers has set the make an offer minimum price at their buy it now price (which would appear a waste of time) or is something else going on?

yes one of the options is that a seller can choose to set a price below which an offer is automatically refused.
