Is It Almost Time For People To Take Responsibility For Themselves?

Isolation is creating serious social and personal problems so since the situation with the virus seems to be stabilising somewhat, when this current session of lockdown ends should people be allowed to take responsibility for themselves? Whilst the vulnerable may - and must - choose to remain in isolation, should those who aren’t designated vulnerable be allowed to return to work and to normal life with businesses, pubs and clubs opening up again resulting in life, for them - and the economy - returning to normal?

Even so, 18500 deaths in the week up to 10 April - about 8000 (76%) more than is normal at this time of year - is not to be sniffed at. Things are not great.
We have very little idea how many people have had the virus, currently have the virus or are yet to have the virus. Given this, trying to make decisions about returning to normality is like flying in the dark without an instrument panel. We can make decisions to change the costly safe course we're on, but they may prove to be very bad decisions.

Alas, Germany appears to be held high as an example in the correct way to deal with the virus . Their mortality rate is lower than most other countries.
They have eased up on their lock down procedures and claim,already, that the RO or reproduction rate has slightly increased. They now state it is too early to be complacent.
