It would be for the minority and those known not only to be 100% guilty but 100% beyond redemption. Brady, Peter Sutcliffe and Ian Huntley are examples that fit in that category for me.
However EDDIE, Theland has asked a question asking on what moral basis we dictate our choices. (and specifically the death penalty)
Not surprisingly, the majority of answers have centered on serial killers. However, if people would stop and observe for a moment, this post if in Religion and Spirituality. And Theland is a born again type Christian, meaning that he endorses the biblical codes for punishment. Some have tempted (cant be bothered to go back through the posts now...read them all for ursef) to say that the execution codes were for the Old Testament.
St Paul in the *NEW* testament says that homosexuals deserve the death penalty.

This means that a murderer can buy his way out of punishment by paying sufficient money to the victim's family.

Typically the amount of Diya to be paid depends on the sex of the person who was killed, a woman's life is worth only 50% of a man .
Also Diya is only supposed to be paid if the victim's family agree. But in practice if a very wealthy and important man kills someone , a Royal Prince for example , so much pressure can be put on the family that they are forced to accept. It is generally known that at least one member of the Saudi Royal family has killed several people and had the families forced to accept Diya. He has literally got away with murder.
