You don't need to have "the answer" to rule something out, theland. It is up to you to prove.
If I said that somebody had left socks in my living room, you would probably rule out that a unicorn had done it. Even without knowing the actual answer.

To take an educated guess as to how something happened in the past, we can look at what present day actions will produce the effect we are considering from the past.
Is that fair?

I think he is saying that if we have a theory about how something happened in the past, we can try to re-create the sequence of events and see what happens.
