The obvious answer is that fantasy creatures can't rule in reality.
Folk strive for local control, which tends to encourage antisocial behaviour since that works. But no one controls the whole Earth, and there is no reason to believe any one individual has to be.

For me, God remains in ultimate control, but Satan is the legal custodian of this world, (for now!) //

God creates a spiritual realm (Although why he would need to create a spiritual realm to begin with is anyones guess as he himself abides in a spiritual realm, but nevertheless..)
So he creates a creature, the devil, in a spiritual realm.
God then decides to create a material realm.
This spiritual creature (the devil) then rebels against God?
So God decides to cast this spiritual creature down to his 'perfect' material world. (Why?)
This spiritual creature (the devil) then leads his material world astray?
So, not only has God created a spiritual realm that rebels against him, but by casting satan down to Earth, has also ensured that his material creation would also be deceived into rebelling against him??
And all naughty boys and all naughty girls will agonize and fry for all eternity Amen!!

If you take the Christian view, back in the day God was firmly in charge and used to order whole tribes of people to go round killing and getting up to all sorts of mischief. The killing was ordered because they were sinners and definitely not because they had wealth, women and natural resources. Nowadays tribes still go to war, for the same reasons, but it's the devil or something.
