Get a Lenovo like the following, which has a web-cam and, having used it myself for the past fortnight whilst my niece has been on holidays, I think it is a great machine and real value for money.:-

It 'boots-up' quickly and it comes with both Internet Explorer and Google Chrome; the latter being the faster Browser. So, in short, the answer to your question must be 'Yes'.
In fact, I am of the opinion that it does have everything and I am posting at the moment via it. It's a very quiet machine and the keyboard has a beautiful touch to it. I'll be sorry to see it being collected by my niece because I am enjoying using it as a change to my HP Desktop....However, whilst the keypad is great, I have connected a USB Mouse to it, as a matter of my preference.

I once had an Acer and it was good; until I lost it when my house was struck by Lightening. However, they are not cheap and the 15.6inch recommended by gingejbee will cost £350. Furthermore the Samsung 15.6 suggested by Mark is no doubt an excellent machine, but it's expensive at £330 in relation to a number of other makes of 17inch laptops which are available for under £400.
