That message occurs whenever Windows tries to open a file and can't find a relevant program to do it with. It means that either:
(a) you've not got a suitable program installed ; or
(b) Windows has lost the registry entry which tells it which program to use.
For example, you'll see that message if you try to open a PDF file and you've not got Adobe Reader (or a compatible program, such as Foxit) installed. You'll also see it if try to open a Photoshop file (with the .psd file extension) and you've not got Photoshop (or a compatible program, such as Gimp) installed.
If the message occurs when you're trying to open a specific type of file we need to know the file extension (such as .pps, .xls, .pdf, or whatever) in able to help you.
If it occurs at random it's possible that some form of malware has found its way onto your laptop. Download, install and run the free version of Malwarebytes Anti-Malware:
