These have very small screens and keyboards, and dont usually have a CD or DVD drive so you cannot look at files (photographs) on a CD or DVD.
These would be totally unsuitable for someone to work with photography.
I will be blunt here, but if you dont know much about laptops or technology DONT go and get your husband a laptop as a surprise.
Get him (or both of you) to do some research on what you need in a laptop that will make it suitable for working with photography.
You are going to have to spend around 350 to 400 so take you time doing research.
I would say a 17" screen for example would be useful (most laptops only have a 15" screen).
It may be worth asking on a photopraphy forum to see what people suggest for a good laptop for a photgrapher.

Software that many use for photo editing (those more serious anyway), is typically Photoshop. This requires a decent amount of processing power.
I agree with all of the above; if a desktop will do, then go for that.. You'll get much better value for money.
Also take note of the screen. Many laptops come with a shiny screen now, not matte. This has the effect of making colours look more vivid, but it's a bit of a pain for photo editing.

you can choose some software instead of a new laptop, Photoshop CS4 is special for it.
