Hyperlink/Table of Contents problem

Recently my computer has been refusing to go to hyperlinks in an email, or when in Microsoft Word, when I (control and) click in the Table of Contents, I get a message that says
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator".
Advice appreciated on how to repair the issue, please and thanks.

Check your normal browser is set to be the default browser

(this sort if thing is normally caused by un-installing the default browser)
