icons in the wrong place

hi all and happy new year, 2 icons have appeared on my desktop (win 7 ult.) both named desktop.ini can anyone tell me if there important and where should they be? thank you in anticipation Braeside

You shouldn't be seeing those files...
Click > control panel, then click on the view by drop down in the top right and select either small or large icons... then in the selections below select folder options, then click on the view tab and make sure there is a tick in both "don't show hidden files folders and drive" and "hide protected operating system files"

As Chuck says these are normally hidden files (Windows creates hundreds of hidden files that are scattered all over your computer). They are often system files that are of no interest to the "user".
My guess is somone has been using your computer and changed the option to "show hidden files".
