does such a thing exist, like a TV card? With a timer recorder?

I've never seen one (not to say they don't exist). Since you can get a lot of radio stations streaming through the internet then I guess it has a limited attraction. The recorder can be actvated through windows scheduler.

You can get a radio mouse, it just connects as a normal mouse plus an extra wire goes the line in at the back of your computer, then you can tune it in to all your fm stations and record  as mp3 files.

Aldi have aTV tuner card that also does FM radio

I haven't seen a radio card before, they're usually integrated with TV cards as Sequin points out. The one I found is here, although the Aldi one is likely to be cheaper.

As j2buttonsw said, you can get radio streaming over the internet. Here is a program that will record any input on your pc to hard disk and you can set it to start and stop at a particular time. It is designed to be used to record from amateur radio or scanners and so is voice activated, but that may be an advantage. Also it'll only record in mono at a fairly low quality to conserve disk space, but it is free!
