Go to the Security tab, and uncheck the box next to "Do not allow attachments to be saved or opened that could potentially be a virus". Click OK to close the Options window. You may need to close and reopen Outlook Express before you can open the attachment.
If you want to re-enable the feature after opening this attachment, just re-check the box. All that option does is prevent access to attachments that have an extension it considers potentially unsafe. OE doesn't perform any actual virus-checking on either the attachments it allows or those it blocks, making it a fairly useless form of protection and a nuisance if you regularly receive attachments. Much better to ensure that you have up-to-date virus protection and that all your incoming mail is scanned before it hits your inbox.
