When you say it isn't recharging, is it dead or just says ' not recharging' when plugged into the computer, if the latter then the USB port on the computer may not be kicking out enough power, use the mains charger. If it was completely flat then you'll need to leave it at least an hour to get any kind of charge, then...Have you closed all running apps on the ipad? Double click the home button and then swipe upward on all of the apps to close (that assumes you're on a reasonably modern version of IOS). Then reboot the iPad by pressing and holding the home button and the power button at the same time for 10 seconds, the Apple log should then appear and it will reboot. You won't lose any data, then try to connect aqain.
