It is possible and you'll either need software designed specifically for this or a very fancy image editor which has this facility added to all the basics.
Basically you need to create an image that only uses so many colours and is a certain size. I think this size might be 16x16 pixels.
Software such as "EasyPicture2Icon" does all this for you if you load in a standard picture.
This program has a 30-day free trial. (US$19.95 if you want to keep it):

an easier way, which wouldnt need any further software is to use MS paint as your programme - make a new image at 48x48 pixels. you then need to get your logo to this size, but when its finished, save the file with the file extension .ICO.
Then click on the icon you want changed on your desktop and (right click) properties > change icon, browse to where the image is saved and update it to the one you want .
Simple. Open the company logo or image you want and press "Print Screen" button on the desktop. Paste it in MS Paint and save. Then choose the folder whose icon you would like to change. Click on folder tab and then "Choose Pictures" Here you can browse and get to the icon you saved earlier.
