i have been the victim of a rogue web site advert or in otherwords done by a scam man.is it possible to contact google to discuss?

I have no idea either, but you don't contact google. Try the police, i don't know how these things work

that will tell you the hosting company name. so you know who to get into contact with by going onto their site.
