I use WinAVI to convert my files.I must admit I do not know if it works for Mpeg4 because I dont pay too much attention to the file format, but WinAVI has converted everything I have ever tried to Convert to DVD.It is really quick, and then it only takes about 5 minutes for Nero to burn it disc.
not sure if WinAVI will or not, I'm just downloading some mp4 files now, so haven't tried it yet. Had to download VLC player in order to view them.
WinAVI has managed almost everything I've thrown at it so far, except a couple of bin/cue extractions that I think were corrupted files anyway.
Part 1
The most reliable (quality driven) product that I have used (and I do a lot of video editing and conversions), is a program called TMPGEnc (version 3.0 XPress), run a search on google to find their site, or click:

http://www.tmpgenc.net/

They have a free version (2.54) which you can download, it's a simple program, but can be customised to a great extent when you get familiar with it. However, as a beginner all you need do is load your MPEG4/Divx/Xvid and set the output DVD Pal. The rest is simplicity.
Part 2
One word of caution though, this is a VERY slow process (even for the fastest of computers), and very memory hungry. Bear in mind that it will be taking a file size of probably around 800mbs, and converting it to a file size of probably 5 times that (4gbs), so you'll need space on your hard drive.
Part 3 (sorry about this but AB wouldnt post this as 1 answer, it keeps timing out)
Finally, is it necessary for you to bother doing this? Many DVD players will play this format now as it is. No need to spend all that time waiting for it to convert, then transferring to a DVD (again not quick). Easier to get a compatible DVD player, and burn onto (a cheaper) CD. (quicker too!).

Thanks for all of the suggestions, I've tried them all and I cant get it to convert. It keeps giving me an error message:

Can't decode this file! may be the file is broken or system not install the decoder!

I have burnt it dvd in its original state and my dvd player says bad disk, and I cant put it onto cd as its too long.

I don't understand that error message as I must have the codec to play it as I can open it in quick time. Any more ideas?
This is a free converter that converts just about any video to anything else. Works surprisingly well:

Oh yea I forgot, that's a weirdly complicated site. It's at the bottom of this page:

I managed to download it but it still wont recode it, its starts and then says there has been as error. Any more ideas please?
you can use dvd creator to do so, it can convert mpeg4 to dvd, and also support all popular media formats like MP4, AVI, WMV, MOV, MPG, MPEG, DAT, MKV, FLV, etc. you can customize your DVD movie by editing the video effects and selecting menu template, transition effect.
